City Manager's Office
The City Manager is appointed by the City Council to serve as
the City's Chief Administrative Officer. The City Manager's
Office coordinates the implementation of Council policies and
programs, provides overall direction to departments that ad-
minister City programs and services, coordinates intergovern-
mental relations and legislative advocacy, and administers the
City's media relations/public information programs.

City Attorney
The City Attorney and his staff act as legal advisors for the City
Council and City Manager, City boards and commissions, and
City staff. They draft and/or review and approve contracts, or-
dinances, resolutions and other legal documents. They repre-
sent the interests of the City government in court and
administrative proceedings and prosecute violations of the
Municipal Code.

City Clerk
Coordinates, assembles and disseminates City Council agenda
packets; serves as Clerk to the City Council; records and main-
tains all City Council actions; prepares and distributes City
Council meeting minutes; serves as custodian of official City
records and the City seal; coordinates municipal elections; ad-
vertises and receives bids.

Code Enforcement
Responds to citizen complaints and pro-actively identifies code
violations on public and private property to protect the health
and safety of the community.

Community Development
Administers development services and encourages and facilitates
community growth and an increase of assessed property valuations.

Finance
Provides financial and budgetary services to the City Council
and City departments; ensures that financial transactions are
authorized and legal according to approved budgets and ap-
plicable laws. The Controller, Treasury and Purchasing divisions
provide financial support to City programs and services.

Planning
Recommends and implements land use policies, processes ap-
plications, and prepares and processes updates and revisions to
the General Plan, Municipal Code, and Landscape and Design
guidelines. Provides support to the Planning Commission and
various committees.
